General John Floyd was US Secretary of war in the 1850s during the Utah Expedition or Mormon war. He renounced his offices in 1861 to go with the South on the start of the Civil War but left under a cloud as he was under investigation for embezzlement of huge sums of money from War Department contracts made by the government to supply the Army posts on the western frontier during the Mormon War. An original 1861 Bank Copy Letter dated January 24, 1861 Letter from the Bank of the State of Missouri, St Louis, to Secretary of War J.C Holt at Washington, DC, seeking to collect $85,000 due the bank , through loans beginning in May, 1858 in contracts via Colonel Drinkard (William R Drinkard, Acting Secretary of War after Floyd's resignation) and JF Southern Bank of New York , for drafts drawn on contracts , and as the writer had travelled to Washington and was personally assure d by Secretary of War Floyd that the contracts had been filled with exception of moneys for Russell, Majors & Waddell, assures that money on the latter's contracts would be paid forthwith, with money due to be paid directly by the Secretary himself, This 2 pp 8 x 11" ink "Copy" letter is signed by R.A. Barnes as Bank President. Floyd was never tried for these accusations as the contracts were is such disarray when he departed his office that a paper trail could not be established. .Russell Majors and Waddell were the famous western wagon freight Company that created the Pony Express and went bankrupt in 1861, in large part due to the inability of the War Department to sort out the paperwork disarray left by Floyd.
